Arjun Infrastructure Partners (AIP) is an independent infrastructure investment advisory company. It was founded in 2015 by Surinder Toor, former Head of Europe of the Global Infrastructure Investments Fund at J.P. Morgan Asset Management.

AIP offers a true partnership approach to institutional investors, mainly Pension Plans, to access direct infrastructure investments. It focusses on opportunities delivering attractive risk adjusted returns within the infrastructure space over a long-term investment holding.

With a focus on European assets, AIP's team of professionals has extensive operational and financial experiences in regulated utilities, energy and renewables, and transportation. Since the beginning of its operations, AIP has attracted several highly talented professionals with the ambition of enhancing its fully aligned long term partnership with Institutional Investors.

AIP has been advising several large Institutional Investors within a long-term Alliance structure over the past couple of years. An initial investment in a UK regulated asset was completed in May 2016 on behalf of three large European Pension Funds. AIP then advised its Investor Partners on the benefits and the risks of the European solar markets; a first acquisition in this sector was made in the beginning of 2017 with the ambition to grow this solar platform. Since then, three additional investments were completed by AIP Alliance Investors, in a vertically integrated energy company and two transportation assets. The Alliance reaches more than £500m of capital invested at the end of June 2017.


The Partnership approach allows the AIP team to act as an extension of an in-house investment team.

Surinder Toor


Surinder is the Founding Partner of AIP. He has a successful track record in acquiring and managing infrastructure investments. He combines strong asset management experience and various operational experiences. Till 2014, Surinder was Head of Europe for the $3.5bn J.P. Morgan AM Infrastructure Investment Fund. He sat at the board of several companies in the utility, transportation and renewable spaces. Surinder was previously the CFO of Scotia Gas Networks, ran the European operations of American Electric Power and held positions with Arthur Andersen Energy & Utilities Group.

Charles Hazelwood


Charles is a Partner at AIP. He is experienced in senior financial and operational management positions in the utility space. Prior to join AIP, he acted as an adviser to infrastructure investors on the acquisition, transition, management and refinancing of a number of energy and utility businesses. He was CFO of Wales & West Utilities from 2005 till 2011. Prior to this, he acted as Finance Director of American Electric Power’s European operations, focussing on energy and utility opportunities. Charles started his career at Deloitte where he spent 16 years focussing on providing transaction support, strategy, regulatory and accounting advice to infrastructure, energy and nuclear businesses, and government, in UK, Europe and the Middle East.

François Bornens


François is a Partner at AIP, focussing on business development. Till end of 2014, he was responsible for all client relationships and capital raising for the J.P. Morgan AM Infrastructure product platform across Europe and the Middle East. Previously François spent two decades at Citi in a number of senior roles in London and Paris. His last position was co-head of marketing and distribution for Europe at Citi Alternative Investments, where he led a team, responsible for all senior level relationships covering alternative products including Infrastructure, Real Estate, Private Equity and Credit strategies.

Henrik Valgma


Henrik is a Partner at AIP. Before becoming CEO of Dala Water and Waste in Sweden, Henrik served as a Senior Vice President and Head of Portfolio Management & Trading at DONG Energy. He was responsible for the management of the energy commodity exposures and the real time optimisation of the entire gas portfolio, gas capacity assets, all international CCGTs & wind farms and the power contracts portfolio of the DONG Energy Group. Henrik was previously at Vattenfall where he served as the CEO of Vattenfall Trading and the Chief Trading Officer. This position included the responsibility and ownership of Vattenfall’s power inter-connector portfolio and specifically the ownership in the SwePol Link company in which he, at the time, also served as a member of the board.

Eugene Ide


Eugene is a Principal at AIP. He has 12 years of experience in infrastructure deal execution and asset management, having worked on various transactions/investments in the power, utilities, and transportation sectors, both in OECD countries as well as emerging markets. Prior to joining AIP, Eugene was a Vice President at J.P. Morgan Asset Management, with a focus on European investments for J.P. Morgan’s Infrastructure Investment Fund. Eugene was also previously at the International Finance Corporation of the World Bank Group, where he worked on various privatisation and project finance deals in Eastern Europe, North Africa, Latin America, and Asia.

Jeremy Cross

General Counsel

Jeremy is General Counsel at AIP. He is a qualified corporate lawyer, with considerable and broad experience within the renewable energy sector. Previously, Jeremy was Legal and Commercial Director at Anesco, a leading energy and renewable company, involved as well in energy storage. Working closely with its founders and investors, he helped the company becoming one of the top 100 cleantech companies globally. Training as a lawyer at Lovells LLP, Jeremy previously focussed on real-estate finance and corporate M&A as a private practice lawyer.

Anders Dahl

Industry Partner

Anders is an Industry Partner at AIP focussing on the energy sector. He has a long and successful carrier in managing construction, operation and development of energy assets and organisations throughout the whole value chain. His contribution is solidly based on detailed knowledge on various technologies and a strategic overview of energy systems and business. Till 2015 Anders was vice Head of Vattenfall Nordic. Before that he was the Global Head of the Division for Heat and Electricity distribution and Sales for Vattenfall. Anders was previously Vattenfall’s Head of the Renewable Division and Production Director of the Heat production in Warsaw Poland.

Mike Kay

Industry Partner

Mike is an Industry Partner at AIP. He is an experienced utility director, and until June 2015 was the Network Strategy and Technical Support Director at Electricity North West. The bulk of his career was spent in engineering and asset management in electricity distribution, leading the investment programme bids through four price controls. He chaired the GB Distribution Code Review Panel for 14 years and has led many successful projects and initiatives for the electricity distribution companies collectively through the Energy Networks Association.

Peter Bucks

Industry Partner

Peter is an Industry Partner at AIP. He has a background in banking and finance as well as economic regulation. He was Senior Financial Adviser at Ofgem from 1997-2008 and Corporate Finance Adviser at Ofwat from 2000-2006. He has been a Member (non-executive director) of two UK regulatory authorities, the Office of Rail and Road (2004-2014) and the Water Services Regulation Authority (2006-2011). He is an independent non-executive director of Market Operator Services Limited (MOSL), the designated market operator for the competitive market in water and sewerage retail supplies, and was formerly non-executive chairman of Open Water Market Ltd (OWML).

Keith Harris

Industry Partner

Keith is an Industry Partner at AIP. He is owner of utility advisory company Lorraine House, which provides strategic, financial, regulatory and operational advice to Governments, Regulators, Investors, Banks and Boards. He holds NED roles at Ervia and SSWPlc, is an Advisory Board member of Buckthorn Partners, and an associate of OXERA. He spent many years as deputy CEO and CFO and Wessex Water. He was global Head of Regulation for ENRON/Azurix, has worked in electricity and gas distribution M&A, built renewables businesses and has restructured a number of under-performing companies.

Colin Hood

Industry Partner

Colin is an Industry Partner at AIP. He can claim credit for both the most highly rated UK electricity and gas distribution networks as well as being responsible for major capital projects of several billions of pounds in renewable and conventional generation as well as transmission and distribution. He has held various senior roles at Scottish and Southern Energy plc and previously at Southern Electric. He also facilitated Borealis and OTPP ‘s first investment in the UK infrastructure in 2004. Colin has also held several non-executive positions including responsibilities at Glasgow 2014 for the Commonwealth Games, First Group plc, Chairman at Southern Water Services and Scotia Gas Networks and High Speed 1.
