Arjun Infrastructure Partners (AIP) is an independent infrastructure investment advisory company. It was founded in 2015 by Surinder Toor, former Head of Europe of the Global Infrastructure Investments Fund at J.P. Morgan Asset Management.

AIP offers a true partnership approach to institutional investors, mainly pension plans, to access direct infrastructure investments. It focusses on opportunities delivering attractive risk adjusted returns within the infrastructure space over the long-term.

With a focus on European assets, AIP's team has extensive operational and financial experience in regulated utilities, energy and renewables, and transportation. AIP has attracted highly talented senior industry professionals who share the ambition of building a fully aligned long-term partnership with institutional investors.

AIP has been advising several large institutional investors within a long-term alliance structure over the past years. Since the Alliance’s initial investment was completed in May 2016 in a UK regulated asset, AIP advised its Alliance investors on opportunities in the European and Middle East solar markets, and several acquisitions were made in these sectors. Four additional investments have been completed by AIP Alliance investors, one in a vertically integrated energy company, two in transportation sectors and one in a majority stake of a water only company. AIP is now advising on a long term basis more than £1 billion of invested capital.


The Partnership approach allows the AIP team to act as an extension of an in-house investment team.

Surinder Toor


Surinder is the Founding Partner of AIP. He has a successful track record in acquiring and managing infrastructure investments, combining strong asset management operational experience. Until 2014 Surinder was Head of Europe for J.P. Morgan’s $3.5bn Global Infrastructure Investment Fund. He has held board positions with companies in the utility, transportation and renewable sectors. Surinder was previously the CFO of Scotia Gas Networks, ran the European operations of American Electric Power and held positions with Arthur Andersen Energy & Utilities Group.

Charles Hazelwood


Charles is a Partner at AIP. He has held several senior financial and operational management positions in the utility sector. Prior to joining AIP, he was an adviser to infrastructure investors on the acquisition, transition, management and refinancing of a number of energy and utility businesses. Charles was previously CFO of Wales & West Utilities from 2005 until 2011. Prior to this, he was the Finance Director of American Electric Power’s European operations, focussing on energy and utility opportunities. Charles started his career at Deloitte where he spent 16 years providing transaction support, strategy, regulatory and accounting advice to infrastructure, energy and nuclear businesses, and government, in the UK, Europe and the Middle East.

François Bornens


François is a Partner at AIP, with responsibility for business development. Until the end of 2014, he was responsible for all client relationships and capital raising for the J.P. Morgan infrastructure product platform across Europe and the Middle East. Before this François spent two decades at Citi in a number of senior roles in London and Paris. As the co-head of marketing and distribution for Europe at Citi Alternative Investments, François led a team, responsible for all senior level relationships covering alternative products including infrastructure, real estate, private equity and credit strategies.

Henrik Valgma


Henrik is a Partner at AIP. Before becoming CEO of Dala Water and Waste in Sweden, Henrik served as Senior Vice President and Head of Portfolio Management and Trading at DONG Energy. He was responsible for the management of the energy commodity exposures and the real time optimisation of the entire gas portfolio, gas capacity assets, international CCGTs and wind farms and the power contracts portfolio of the DONG Energy Group. Henrik was previously at Vattenfall where he served as the CEO of Vattenfall Trading and the Chief Trading Officer. This position included responsibility for Vattenfall’s power inter-connector portfolio, including the SwePol Link.

Eugene Ide


Eugene is a Principal at AIP. He has 12 years of experience in infrastructure deal execution and asset management, having worked on various transactions/investments in the power, utilities, and transportation sectors, both in OECD countries and emerging markets. Prior to joining AIP, Eugene was a Vice President at J.P. Morgan Asset Management, with a focus on European investments for J.P. Morgan’s Infrastructure Investment Fund. Eugene was also previously at the International Finance Corporation of the World Bank Group, where he worked on various privatisation and project finance deals in Eastern Europe, North Africa, Latin America, and Asia.

Peter Antolik


Peter is a Partner of AIP. His background covers regulated companies, transport regulation, and the management of infrastructure funds and investments. Peter has previously worked with Macquarie Bank, creating and managing the €6bn European infrastructure funds, and he was also an executive director in JP Morgan's $3.5bn Infrastructure Investment Fund. He has significant board experience in utility, transportation and oil storage sectors. Peter joined AIP from the Office of Rail and Road, where as the Highways Director overseeing a £15bn investment programme. He was previously the Strategy and Regulation Director of Thames Water, and started his career with Accenture.

Peter Bucks

Industry Partner

Peter is an Industry Partner at AIP. He has a background in banking and finance as well as economic regulation. He was a Senior Financial Adviser at Ofgem from 1997-08 and Corporate Finance Adviser at Ofwat from 2000-06. He has been a non-executive director of two UK regulatory authorities, the Office of Rail and Road (2004-14) and Ofwat (2006-11). He is an independent non-executive director of Market Operator Services Limited (MOSL), the designated market operator for the competitive market in water and sewerage retail supplies, and was formerly non-executive chairman of Open Water Market Ltd.

Keith Harris

Industry Partner

Keith is an Industry Partner at AIP. He provides strategic, financial, regulatory and operational advice to governments, regulators, investors, banks and company boards. He is a non-executive director at Ervia and SSWPlc, is an Advisory Board member of Buckthorn Partners, and an associate of OXERA. He spent many years as deputy CEO and CFO of Wessex Water. He was global Head of Regulation for ENRON/Azurix, has worked in electricity and gas distribution M&A, built renewables businesses and has restructured a number of under-performing companies.

Colin Hood

Industry Partner

Colin is an Industry Partner at AIP. He held various senior roles at Scottish and Southern Energy plc. which owned the most highly rated UK electricity and gas distribution networks. Colin was also being responsible for major capital projects of several billions of pounds in renewable and conventional generation as well as transmission and distribution. He also facilitated Borealis and OTPP ‘s first investment in the UK infrastructure in 2004. Colin has held several non-executive positions including Glasgow 2014 (for the Commonwealth Games), First Group plc, and has served as Chairman at Southern Water Services, Scotia Gas Networks and High Speed 1.

Marcela Zeman

Industry Partner

Marcela is an Industry Partner at AIP. She has over 25 years of international experience in the privatised airport industry in both the operational businesses and for airport infrastructure investment funds. Marcela specialises in maximising commercial airport business plans and airport business acquisitions and valuations. Marcela was Chairman and non-executive Board Director for the North Queensland Airports group companies (Cairns and Mackay airports) and a non-executive Board Director at the Hobart International Airport. Marcela has held senior roles with Macquarie Airports, Aeroporti di Roma and BAA and worked as lead airport strategy and business plan advisor on a number of airport acquisition transactions.

Abhi Naha

Industry Partner

Abhi is an Industry Partner at AIP. He has over 25 years of experience in the telecoms and technology sector. He was the CEO and Founder of Zone V, a Cambridge start up backed by Qualcomm and ARM, focused on empowering people with aging eyes and visually impaired through inclusively designed smartphones. He held senior management roles at Powermat and the Silicon Valley mobile touchscreen technology provider, Synaptics. He has also held advisory roles for Goldman Sachs and Silver Lake in the area of mobile user interface technologies. Abhi is the author of Essentials of Mobile Handset Design, Chief Commercial Officer of Cambridge Wireless, and a senior advisor to autonomous mobility and smart city infrastructure programmes.

Jeremy Cross

Industry Partner

Jeremy is an Industry Partner at AIP. He is a qualified corporate lawyer, with considerable experience within the renewable energy sector. He is currently Chief Legal Officer at GridServe and was previously Legal and Commercial Director at Anesco, a leading renewable energy and energy storage company. Working closely with its founders and investors, he helped the company becoming one of the top 100 cleantech companies globally. Training as a lawyer at Lovells LLP, Jeremy previously focussed on real-estate finance and corporate M&A as a private practice lawyer.
